Why is it inconsistent?

"Of course it will decrease terrorism. That's the whole point." This is what you say was being said.

Bringing the badguys out of the woodwork and killing them is reducing terrorism. Leaving them alone may give you some temporary respite but the potential for terrorism is how it should be measured. If you are saying that the proper measurement of terrorism is per event, I see your point but I do not agree.

Leaving them alone is like refusing to treat a cancer, it may make you more comfortable for awhile but ultimately it will kill you if it is not treated.

I can change the statement by saying "Of course it will decrease terrorism. That's the whole point. The plan is to bring them out of the woodwork and kill them." Is that inconsistent?

Agreement is not required to see the consistency.
