Finland
Finland was a non aligned country, NOT part of NATO , with a huge border with the Soviet Union. Never was attacked by the Soviets. Always kept a good relationship with them. But Finland is also where Nokia was created.
A country can be a decent democracy and not be threatened by international terrorism.
An exercise for the student: look up the term "Finlandization," and how it was used during the Cold War.
