During a reunion with Bush Sr, Gorbachev was asked if eastern Germany would remain under the Warsaw Pact, after the fall of the Berlin wall.
He said the Germans alone could decide on such a matter.
This he didn't have to say but he did and it was the origin of the failed coup at the Kremlin (to overthrow him) in august 1991.
Sure, with or without Carter, the SU had the same problems and they would have chosen Gorbachev in 1984 anyway.
Gorbachev deserved the Nobel Peace Prize !
