Trouble with definitions is there is still a gradation between the two

Does blowing up a military band and audience count?
Does shooting an off-duty policeman count?

Can an organization still be called a terrorist group if it concurrently attacks civilians and military targets?

Or does the line between resistance and terror still depend on your initial sympathies?
