But maybe the "war on terror" has other motives than removing terrorism as a threat to the world.

Terrorists are not an army. Sending an army (or waging war) into a country is waging war to a country. Only, this time, there's no army to fight against. Only terrorists, it seems. They obey to very different combat rules.
And for the moment, the US army can't stop them.
