The sphere idea is fatally flawed.
A sphere is gravitationally unstable if the mass is on the interior. Same problem with a Dyson sphere, the net force on the sphere from Venus would cancel itself out. It could be in an orbit around the sun in phase with Venus but chaos would perturb the orbit out of phase.
