Terraformation versus interstellar travel costs
The bottom line with any kind of Solar System colonization proposal is whether or not Interstellar colonization would be cheaper. I suspect the cost of building a fleet of Interstellar generation ships would be significantly cheaper than degassing Venus. Venus does have high scientific value but will always be a no starter in terms of human settlement.
