That's the theory, but I have to judge by the results, which in most cases were not better. The Columbia board's report was critical of FBC, too. Saying that FBC didn't work because NASA management didn't do it right is somewhat akin to saying that communism didn't work because the Soviets and Chinese didn't do it right. I'll bet that wouldn't sit well with you, eh?
