Thank the ACLU for the insane homeless

They persuaded the courts into reducing the ability of the state to instituitonalize people, then the wonderful ACLU types convinced the courts into reducing the ability of cities to regulate loitering and panhandling. We have far too many in prison, we have drug laws that do not work, but that is not the only dynamic in the homeless problem.
