He's enforcing federal law. Imagine that!

Congress passed a law in the early 1990s (91 or 92, if memory serves) prohibiting photographing of military caskets. Bush is simply enforcing the law. I know that may come as a shock to some who seem to believe that certain presidents are above the law, but it's true.
