Every criminal trial, for instance, has someone trying to prove they DIDN'T do something. (And when the person is innocent they usually testify.)
You're sounding like Johnnie Cochran in the OJ affair. Any possible flimsy explanation is treated as gospel, with every effort expended to hide the truth and conceal the facts.
The reality is that GWB doesn't have to "prove" anything. He just owes the country, the country deserves, the people and their families who are victims, both here and abroad, deserve to know -
what their government knew about the attack before it happened.
They DON'T deserve to have the facts hidden, to have their President stonewalling, their National Security Advisor on TV every week but not testifying publically, and then their grief exploited by these same people.
If I were going to prove a negative I'd start by swearing to the truth, supporting it with evidence, and cooperating with those trying to establish the facts.
And so would you. It's done thousands of times every day.
But the worst thing one can do is to act as if they have something to hide by not talking, by not providing evidence known to exist, by telling their friends to not tell what they know in a credible manner.
Because reasonable people will assume that something is being hidden.

- Isn't watching GWB & Co. dodge the 9-11 commission is enough to make his use of it offensive.
