I think you need to spread some of that blame around.
We agree. The Clinton administration should be blamed for not adequately addressing the problem. Clinton and Berger have agreed to testify before the 9-11 Commission.
The Bush administration had 8 months to address the problem and apparently did little or nothing to deal with it. Should we just assume they're blameless? Or should we support thorough investigations that'll help us understand what they knew and why they didn't act on
it effectively? What information does the August 6th PDB contain that the administration doesn't want made public?
