Bush is going to run on and be held accountable for his record in office. There's no rational way to deny that 9-11 was the pivotal event of his administration. The attack and how he handled it will be among the highest considerations for whether he'll win reelection or not.
Kerry served honorably for 4 months in Vietnam. He certainly has the right to be proud of that, as he points out in virtually every speech and interview. However, he bristles when someone brings up his record since he came home. Should he be held accountable for his antiwar activities, especially his senate testimony where he accused the majority of Vietnam veterans of being war criminals? Not if Kerry can help it. Should he be held accountable for his voting record in the Senate? Not if Kerry can help it. However, take away his record for the 30+ years since he came home and what do you have left except those 4 months in country. Is that enough in the way of qualifications to be president?
