Congress is not killing this like they did the SEI. They're merely trimming most of the budget increase and withholding judgement until they get some cost estimates.

I don't see any American president killing manned spaceflight with the way the Chinese and other nations are going. We have way too many military and other assets in space to leave them vulnerable.
