CMU has been working on this technology for 20 years

Follow the links from this site and you can see the extend of their Autonomous Land Vehicle research dating back to 1984. I think DARPA (ARPA) funded at least some of the research through the years.

As for CMU itself, it is a private university, so in that regard it's closer to private enterprise than to a government operation like a state university.
