was Clarke's testimony to the Joint Congressional hearing in 2002 testimony or a briefing?

Ditto Condi.

Does the 9/11 commission count as tstifying before Congress?
Is there consensus on that?

(asking, not to try to make a point, but cuz I don't know.........)
