I'm sorry to inform you that you're wrong. The terrorists are not losing. We feed them very well and they form new cells every time we lob the hand or head off. They're like some monster from mythology.

What Clarke had in mind was to marginalize them which does work.

Nothing being done now by Bush seems designed to do anything but slow them down.
