"How many more years did Clarke need to put it into action?"
It was his job to suggest to Clinton and Bush what to do not go out start another government and execute his own plans.
The question here is; did Bush do all he could do to stop terrorism and the answers from early on in his administration is no! It has been said that the one of they last conversations Bush and Clinton had before Clinton left the Whitehouse was Bill telling George "terrorism should be your number one priority". I think you could argue that it wasn't Clinton's, but we have Bush here now and during September 11, 2001.
For hours we seemed to have no head of state on 9/11/01. A question is what would have been Clinton's response if he was still POTUS? I'm sure it would not have been hiding in Airforce One. Within minutes of the attacks he would have been on TV talking to the American public.
Another more important question is...
is Bush the best person to run this country? I think the answer is NO!

- The Administration, it has been alleged by a credible source, was too busy being not-Clinton on the terrorism front to notice that people the FBI knew were al-Qaida were in the country.
