First the US will tell the tribal leaders to hand over all of the trouble makers and their weapons. The tribal leaders will automatically tell the US to go to the devil (they have no other choice). The US will then hit Fallujah with Shiite or Kurdish troops with USMC backup and air support. A Shiite garrison will be left in Fallujah afterwards. IMHO, the only issue in doubt is the timing.
