When Americans feel threatened, they show no fire discipline. They shoot at everything around. A sniper takes a shot at a vehicle in Baghdad, and everything gets lit up.
Creates a lot of hate that way. From what I've seen of similar situations, the stories as to the slaughter of innocent people who happened to be going about their business when an American unit either was attacked, or felt attacked, or thought it might be attacked are true.
(Where that doesn't happen is invariably on long-range missions where the possibility of resupply is questionable. When folks have to operate for days at a time with what they can carry they tend to conserve a bit better.)
The "surgical" operations are surgery with an axe, and spawn more hatred which spawns more violence which spawns more hatred, etc. And a lot of innocent people die, on both sides.
