Not the same crime

Over and over we tell you that human bombs as a military weapon is just fine even with collateral damage as long as the bombs are intended for military or government targets. It is a nasty business for both sides.

When either side aims it's weapons at a school bus, a cafe or a wedding chapel it becomes a different crime.

Who has the history of doing that Raoul, who who who?
