This is what has actually happened with Halliburton the last few years.
The US Army's LOGCAP has a competitive bidding process every 5 years for logistics support. In 1992 Halliburton won the contract before Dick Chaney ever worked for them.
In 1997, they lost the contract in open bidding. Despite this, Clinton awarded Halliburton a no-bid contract to support the war in the Balkans.
Then Gore's Reinventing Government Panel (NPR) praises Halliburton for its work for the government and it's help in reducing cost.
2001 (before 9/11) Halliburton wins the LOGCAP contract in open bidding again.
So before the war in Afghanistan or Iraq, Halliburton was the government's go-to contractor. A right they won in open bidding.
