If SS money is part of the general fund...
My understanding is that it is not. My understanding is that FICA taxes go to one bucket (call it what you will) and federal income taxes withheld go to another. The income taxes withheld are in the domain of the general fund. The FICA taxes are for SS and medicare. There requires an act of will on the part of congress and the president to consider those monies as general funds.
Oh come now Alcaray... loan repayment etc. Sorry. Just wanted you to clarify your use of the word "borrow". Don't give it another thought.
To say that Bush is dipping into SS funds is one of those intellectual lies some like to go on about. He is no more taking from SS than he is from Defense or any other budget item.
I really don't get this part. If you argued that Bush is not doing it more than many prior presidents, I'd support you. But I think that we've been raiding funds taxed for SS and medicare on a yearly basis for a long time. To claim that Bush did not do it, would be the lie.
PS: Isn't it amazing and wonderful that after the crap we liberals take about our debating tactics around here... that none of us took this opportunity to say: "You say Kerry lied, well how about this list of Bush lies?" Apologies anyone?
