There is no lock box, never has been.
As long as there is a deficit, some programs require borrowed funds to sustain. Until the SS system defaults there is no validity in saying that Bush has done anything to effect it. This is particularly true as long as total government revenues are sufficient to cover the SS nut.
Fair enough (but hypocritical) for Dems to rale on about wartime deficits but it is a political LIE to say Bush has taken anything from SS.
Of course, any first year econ student knows that the deficits are lower than they would have been had there been no tax cut. This is why Kerry must mumble about middle-class tax cuts with the hope that the motoring public doesn't figure out they stimulate little or nothing.
