When Bush's dad came up with his plan and NASA came up with all the massive funding it would take it was DOA. Bush Jr. is trying to avoid his dad's mistakes. By making NASA do it essentially within its existing budget over a long term it is much more likely to survive annual Congressional scutiny. As for the lack of a specific plan, did Kennedy lay out all the details of going to the moon or did he present the vision and let the engineers and scientists figure out how to do it from there? We will have recommendations coming in from the Aldridge commission in short order and a "plan" will begin to emerge. Until then we have a vision. Be patient.
Kerry is coming out against the vision for now but if it develops enough momentum it will likely survive his administration. Clearly NASA's human space program will continue to exist and it can either go somewhere and do something or continue to go in circles and do nothing. I think everyone will eventually agree that having a long term vision is better than not having one, as has been the case for the last 30 years.
