The Moon based CAPS system is not only the best system for preventing mankind from going the way of the dinosaur, it is the only practical system for dealing with the small impact hazard.
While the Mars Nuts and various anti-nuclear and anti-defense folk may try to minimize the impact hazard, whatever the hazard level is, CAPS is the only manned thing the general public would support NASA doing beyond the international space station, which they also like.
Send out a committee and the Mars Nuts and other fantasists will show up in droves, but do a public poll and most people would like NASA to keep them from going the way of the dinosaur, and further they are furious about the measly $3.5 million per year that NASA spends on this out of its $14,000-15,000 MILLION budgets.
Finally, since the Mars Society has backed the Bush Jr program, I am now going to go back to using "Mars Enthusiasts" instead of "Mars Nuts" to describe any person whol is bright enough to understand that the way to Mars lies only through a return to the Moon first.
