Justin you have blinders on. Look at LOC or read some newspapers. And I will point out something minor which should help...congress' majority party is the GOP right now. People in the "peanut gallery" calling names is not blocking passage of a bill.
I don't think I'm making any really big assumptions of anykind. It is a leak and it is probably true. After the commission finishes up Bush plans to make a speech on the subject again. My problem is why the preview? How many other speech's of Bush get this kind of pre-announcement a month before it?
