I am not saying that he didn't use the war on terror as part of his reasoning to invade Iraq.

WTC was the beginning of the war, as it were.

Bush portrayed the problem as monolithic with the region and Saddam as part of the problem. He has also alluded to possible connections between al Qaeda and Iraq which have now been confirmed. This connection was just one part of an equation which concludes that the problem is bigger than some choose to believe.

I am saying that he never said that the Saddam regime was directly complicit in the 9-11 attack.
