if each state would proportionally allocate their EVs.
Brings all states into play.
Brings all voters into play - republicans living in New York have a say, as do democrats in Texas. Right now, their votes are worth diddly.
If you read Art's post again, his reason for an amendment is precisely because you'd really need all states to follow.
