The Kurds were trying to secede from Iraq and form their own nation. The fight between Saddam and the Kurds was to prevent secession.
While gassing them wasn't OK, the US at the time had nothing against gassing and actively helped Iraq gas Iranians.
And that fight was a civil war along the lines of the US Civil War, in which Sherman, on his march to the sea, deliberately carried the fight to civilians. "I'll make Georgia howl!" was the battlecry, as he decimated a swath 60 miles wide.
