I think you overstating our relationship with Iraq. I would say our current relationship with Syria is somewhat equal to the relationship we had with Saddam.
Saddam's war with Iran was seen by the US as a opportunity to improve our relations- his need of assistance was an opening to start some dialog. At no time did Saddam regime become as friendly as say our relationship with Egypt. Libya is currently probably a better "alliance" than we ever had with Saddam's Iraq.
