Kerry voted against GW1. That's not Republican BS, its a fact. The BS is your avoiding the legitimate issue eb raised. Do you claim that a UN mandate shouldn't pass Kerry's global test? Do you have any idea what he really means by global test other than convenient political rhetoric?
