Money quote: "Like Shipler, in other words, Lipper has reversed cause and effect. She sees social dysfunction in Pittsfield and blames it on poverty.
But it typically is personal failure and social dysfunction that create poverty."
1) In other words it is false - in the author's view - that poverty causes social dysfunction.
2) I asserted that crappy schools are an example of social dysfunction.
3) I showed that crappy schools tend to exist in poor neighborhoods.
4) The poverty of the neighborhoods seems to be a likely cause for the crappiness of these schools. And the crappiness of the schools seems to be an unlikely cause of the poverty of the neighborhoods (as your author would have it).
PS: Crappiness of these schools covers a lot more territory than needing paint or sweeping. Some of the textbooks I saw were 15 - 20 years old. Pens were miscellaneous mismatched donations (I guess). Furniture looked like it came right out of my memory of elementary school from 45 years ago.

It isn't that difficult. Maybe I expressed myself too briefly.
