This may be the interim regime looking for time while they sort out the new ruling order. This may be that the little wackjob is back in the saddle. It may be that they were just feeling ignored by Condi and want to angle for a visit by her, a la Albright?
I keep in mind that every day that passes is another day when the NK military equipment gets older and less well maintained. they may end up being a power with basically squat for conventional arms and 12 - 20 tactical nukes and some so-so IRBMs. Japan should be particularly worried.
