I'm not sure why anyone thinks that unilateral talks would have gotten any more results than the multilateral ones. Does anyone have an answer for that?
Why do I suspect that if we had started out with bilateral talks, that the North Koreans and others would be bitching about not have other nations in there?
Most of the thugs on the planet have learned that if you can keep everyone talking and negotiating, you can do pretty much whatever the hell you like and nothing really bad will happen to you.* Ideally, they want the U.N. in there. Nobody at the U.N. ever lost a job for failing to bring a peaceful solution to a problem, and the U.N. will happily negotiate for decades.
