He refused to go into unilateral diplomacy with North Korea and instead insisted that China, Russia, Japan, and South Korea all have a say in multinational diplomacy. So, he's to be criticized for going alone (with what, some 30 other countries) against Iraq but for not going alone against North Korea?
One size doesn't fit all. North Korea represented a different situation than Iraq and Bush addressed it with different means.
Back around 1994, Jimmy Carter inserted himself into the North Korean problem and negotiated a wonderful piece of appeasement. In exchange for North Korea abandoning their nuclear program, the West would build a couple nuclear reactors and provide massive amounts of food and fuel each year. The reactors never happened but the food and fuel deliveries did. Unfortunately, the North Koreans never abandoned their nuclear programs during the time.
