The Bish Admin. pointed out correctly that the NK's had broken the Carter appeasement sometime before Bush took office.

And demanded that there be a regional approach and that NK be held accoutnable to its agreements. That is not ignornig the NKs. thatis being honest and realistic.
I would suggest that 'ignoring' would more accurately describe the wishful thinking and appeasement of Carter-Clinton-Albright towards the NKs that passed for policy.
