The US did trigger a German response.

In 1940, FDR ordered 40 destroyers to be transferred to the Royal Navy for anti U-boat patrols. He also ordered the American navy to assist the British in fighting German subs. American warships actually fired on German vessels many months before 12/07/41.

So while the Germans did have good cause to declare war on us, Hitler was a total fool for doing so. FDR was foaming at the mouth to get the US into the European war, but that would've been impossible to do after Pearl Harbor. The American public would not have tolerated him taking us to war in Europe when it was the Japanese, on the other side of the globe, who attacked us. Seems Hitler played right into FDR's hands on December 10th. Had he not made such a stupendous error, it would have insured a German victory in Europe.
