"I'll ask you what I keep asking Tom: Do you think the principle that "the buck stops here" doesn't apply to Bush? "
Do I think Bush should be blamed for everything thing that happens in America? No.
Do I think that lots of people will blame the president for everthing that happens. Yes.
Should any President expect that he/she will be blamed for everything? Yeah, that's part of the job.
But should people who are rational blame what happenned in New Orleans on Bush. No, unless you are providing specific evidence that demonstrates that this is justifiable.
Should we have a system of govt where all responsiblities are held by one person? No. Does the president have a huge responsibility as far as matters of war and relation with foriegn states. Yes, and with this responsibility also of course goes the power to make these kind of decisons.
Does the president have the duty to lead this nation. Yes.
Does the president have the authority to declare marital law and thereby use the power of the Federal Govt to take charge of an area?
If State and/or local government is unable to function, yes. Here, Bush may have errored, but I haven't got any specific evidence which I know of that support this, but it's a possiblity.
Was there some problems with communication because Bush was in Texas rather than in Washington DC. No, I can't see that as a factor- it seems to me that being in Texas is actually better than being in Washington DC if nothing else than because it's sightly closer- unless of course the White House is actually equipped with superduper stuff, as protrayed in West Wing.
