Of course, your basic premise, and one apparently sustained across the nation primarily by sheer volume of emotional shouting, is that the military, Guard, and other agencies could have done far better under other circumstances, and that this particular response is the worst in history. While there were definitely screwups, nobody has actually done any real comparisons.
I know what the military did, and when. I'm still looking at the Guard and the NGO's, and where they were, when. There's a lot to sift through.
Of course, if the other premise is that it's Bush's fault, no matter who screwed up all the way down to the New Orleans police department, I guess that's where it stands.
That's Andrew Sullivan's take on it. Bush's crime was failing to override the local authorities, wiping his butt with a score of laws and precedents in the process. An odd sentiment from people who, when the Patriot Act is discussed, place individual rights and separation of powers ahead of human lives.
Wait and see.
