Tom do you study history at all? Afghanistan had no government. They were overrun by the Taliban who were no more than a bunch of thugs. Nobody recognized these guys as a legitimate government. The people of Afghanistan didn't vote these guys in. They were being terrorized as well.
Other than opium war lords, there was no economy. The Taliban were tearing down historical landmarks. It was more a post-Apocolyptic landscape out of Mad Max than some organized entity.
Iraq, in spite of the madman running the place and very targeted violence, had worldwide recognition, trading partners, international travel. Many people were making tons of money there. Once a country gets to that status there's so much more to lose that getting into a WMD pissing match with a superpower just is way too counterproductive.
Where do you come up with this crap? It's not even creative any more.
