...I guess I misinterpreted your use of the word "random" to describe the kind of wire-tapping involved. From the story you quoted:
"We would say, any call from this number — whether it goes to Brooklyn or Tashkent — listen in on it,"
This is a very specific wire-tap request in that exactly one source telephone is involved. If it was truly impossible to get the FISA judges to approve that sort of tap, then you could get congress to pass a law to permit it, under these circumstances. No oversight is not ok.
