The public auditor in Guam released a report on Monday that concluded the Guam Superior Court improperly hired disgraced lobbyist Jack Abramoff. The court was writing $9,000 checks every month to an attorney. The money was then passed on to Abramoff so he could block legislation in Washington, D.C.

The audit found that the secret arrangement violated bidding requirements. A total of $479,000 was eventually paid to the attorney, $324,000 of which was transferred to Abramoff.
Abramoff lobbied for Guam and the Northern Mariana Islands. The two U.S. territories are overseen by the Interior Department in a manner similar to tribes.
