The hallucination that Arafat had the least interest in peace with Israel has been an obstacle to real peace for years. Arafat talked peace while smuggling arms, and diverting aid to the Palestinians to his own personal coffers.
For decades world leaders have participated in the farce of pretending Arafat and his goons were serious leaders with serious goals, and have had it blow up in their face over and over again, sometimes literally. Democratic presidents, Republican presidents, liberal Israeli leaders, conservative Israeli leaders. All of them tried over the years. The one variable that never changed was Arafat.
Clinton kissed Arafat's hind end. What did it get him? What did it get any president, or leader of Israel?
I don't think failure to kiss Arafat's hind end is a valid factor in any supposed Bush policy failure in the Middle East.
