As for that 12 page article, I think it makes very clear that Saddam's relationship with France, Russia and the UN made him feel untouchable. One corrupt dealing would lead to countless others because he would have these nations and French, Russian and UN personalities involved subject to blackmail and extortion.
*Fortunately the week is almost over and a whole new supply will appear. ;-)
