Well, the theory would be that by building the nukes (or the ABM systems) we'd so effectively deter the Chinese that no blows would ever be exchanged.

And if you look around the conservative press and think tanks, you can dig up guys who think that the GWOT is a dangerous diversion of attention and resources away from containing (or combatting) China. I'd imagine there could even be high-level people in the Pentagon who think that way.
