West Hollywood is already dead.
It died 50 years ago.
You're sooo lucky you left before it got too late. That's not a safe place to be daytime or nighttime. Lots of carjackings, armed robbery and muggings and when the sun goes down the vermin literally slither out of the sewer drains to walk the streets. Definitely not a safe place for kids. So many armed folks walking the streets. Not good at all.
That's like going to some of the worst places in central Phoenix, and even those places still are nicer, because everything is still spread out.
Pay the fine. No need to wish them to go to hell, as most of West Hollywood already qualify for portions of the 3rd, 7th & 8th circles of hell as Dante envisioned them.
