The communities grew up initially with single-story businesses surrounding single-home residential areas, and with no regulations concerning how many parking places must be provided per home or business.
Times have changed with the businesses and residences building upwards. Where do you put the cars?
I don't know if you got much off the main drags, but many of the communities now have special permits provided to residences. If you don't have one of these and are caught parking on the street during certain hours, you get a ticket. In some places they have 3 or 4 parking signs with information about ranges of hours for the parking place you want. It takes some analysis to figure out whether you are ok or not.
Obviously, if there was not much traffic and plenty of parking, none of these rules would exist. LA in general has some severe problems that require some severe solutions.
