Terrorists do not represent a country, nor do they even represent a religion.
That's why it's impossible to wage war against them. Wars are countries against each other.
The problem is that a war always escalates and suddenly, we find ourselves with either the prospect of a never ending one or having to deal with the most extremists from the other side. Unacceptable? Ok.. Is there a solution? Finding allies on the other side (meaning of course NOT to bomb them, otherwise it's too late) and show we trust them.
The error is to turn the whole country against yours (like blaming a country for arming or protecting the real terrorists rather than cooperating with it, in search of the terrorists).
Terrorists are criminals, not war combattants. They often come from our own countries and it's a matter for the police, not the army.
