I suspect that each individual terrorist considers themself a representative of some country and a religion. Surely you don't think they are pursuing self interest. Irish terrorists pretended to represent Ireland and the Catholic religion and the Arab terrorists consider themselves soldiers of Islam first and their country second.
I don't deny that it is difficult to blame individual countries for acts of terrorism and it is wrong and impossible to lay all the blame on the muslim religion in total. However, there are ways that a country can demonstrate that it is against terrorism and the same goes for the muslim religious leaders.
I wish the diplomats luck. I hope they can create the trust that you believe is required.
If the trust is not met with treachery, fine but I am not optimistic.
Europe is not joined at the hip with the USA. Broker your own deals and show us how to create a golden age of trust with the Islamic nations. If it works we would be fools not to follow your lead.
In reality, in spite of differences in European and US policy in the Middle East, Europe's situation with Islam is not vastly better than ours.

Terrorists do not represent a country, nor do they even represent a religion
